Dr. R. Chandra Sekharam -The author is a Doctoral Degree holder in Public Administration. He was awarded Ph.D by the Osmania University, Hyderabad in the year 2003, for his thesis on Andhra Pradesh Public Service Commission and the Judiciary. He is a Law Degree holder. He was a Government official, superannuated from the Indian Audit & Accounts Department under the Comptroller & Auditor General of India. The author is endowed with rich exposure to the competitive examinations conducted by the State and the Union Public Service Commissions. He evinced keen interest in analysing the functioning of the State Public Service Ccommission (in the combined State of Andhra & Telangana) and the various areas of Judicial intervention in matters of recruitment at three levels viz., the State Administrative Tribunal, the State High Court and the Supreme Court of India. These efforts culminated in bringing out the book, “Recruitment by the State Public Service Commission and Intervention of the Judiciary” by the author.
